Pugad and Tibaguin are island barangays under the municipality of Hagonoy in Bulacan province at Central Luzon Region. The two (2) barangays join with the other 24 barangays which compose the total area of Hagonoy. Originally, Pugad and Tibaguin were considered as coastal areas but due to siltation, they were separated from the mainland connecting to Hagonoy proper. Because of these and other factors, the communities stated above have limited access to basic services like higher education, health care, and safe water. Thus, Good Neighbors decided to bring its programs and services to locals in pursuit of child rights and community development.
